[PATCH] 2.5.28: VM strict overcommit

Andrew and Linus,

Here again is a port of Alan's VM strict overcommit to the 2.5 kernel,
with the new policy design Alan and I discussed.

This adds strict address-space accounting to enforce address-space
limits and consequently never OOM. All memory failures should be pushed
to the allocation routines.

Obviously overcommit is preferred for most so the default is the
standard behavior. Strict overcommit is controllable via sysctl. See
the included documentation.

I would like to get this into 2.5 to see more testing and provide a base
for some of the shmem / overcommit fixes Hugh Dickins as been working
on. In the default configuration, behavior should be unchanged.

Patch is against 2.5.28, please apply.
