[PATCH] 2.5.43 s390 (2/6): config & help.

Add help text for CONFIG_NR_CPUS and CONFIG_PREEMPT. Remove help text for
CONFIG_ISA, CONFIG_MCA and CONFIG_EISA. Regenerated defconfigs.
