Kernel panic on 2.4.19 when running netstat (relevant info added)

I'd like to resubmit yesterday's problem report, this time with the
necessary information included (Thanks Dan!).

1. When running netstat -a, the kernel panics (not always, but easily
reproducable)
2. I'm experiencing frequent kernel panics, when doing netstat -a. This
is as a regular user.I recompiled my 2.4.19 kernel with serial console
support earlier, which seemed to have removed the problem. Not so.
