Cannot apply sched-threading-2.4.21-E1 to 2.4.21 kernel

I assumed that the scheduler patch sched-threading-2.4.21-E1 at
http://people.redhat.com/mingo/O(1)-scheduler/ is designed to be applied
to the 2.4.21 kernel? I'm not having any luck:
