Packet Schedulers in 2.1.71, will they become active?

I discovered the packet scheduler code in 2.1.71. Since i'm going to
give a presentation about linux networking features in February, i'd like 
to know if it is planned to activate this feature.

As far as i understood from reading the source, you can define
sceduling algorithms per device. Will this enhance the shaper module
or is it possible to use the packet sceduling algorithms instead of
the shaper module?
