When do you have to do a 'make dep ; make clean'?

I am wondering when it is necessary to do a 'make dep ; make clean'
for the Linux kernel. If I change only one thing in 'make config'
do I really need to run 'make dep ; make clean' and wipe out all
the already-compiled object files?
