Ah. Ok, I'm used to duplicate efforts :) Does it allow limiting
incoming traffic as well as outgoing one?

Yes, I found that in the sources of your shaper for 2.1. Actually, the
reason it is 1.01 instead of 1.00 is that I added limited the queue in
time, with a user-configurable timeout (although no docs are there
about how to choose that timeout).
