Compile problem [2.3.16]: include/linux/serialP.h

The reference to struct pci_dev at line 162 in not protected by
#ifdef CONFIG_PCI, while the #include for pci.h at line 26 is.

I've just found it compiling without PCI support. It's in the 2.3.16 patch.
