I looked under /usr/src/linux/Documentation/sysctl for such
settings. Networking and most other things seem to be very poorly
documented in that area. Is there, other than searching the source
(I don't mean different directories, just the source code), where
one can find these kind of parameters and what they do?

Yes, this is a known issue. The current netman manual pages for
our networking (actively maintained by Andi Kleen) the "ip" man page
sources even mention this problem explicitly:

ip.7:.\" XXX Document the conf/*/* sysctls

So we know we need to address the issue and it is on the TODO list.
