Unfortunately it is impossible to make with sysctl switch in principle.
And splitting IP/IPv6 introduces so large differences to code,
that it is not desired even as compile time option.

Well, blame to IPng WG. 8) Merging IP to IPv6 was really stupid idea,
which solved no real problems, but introduced lots of troubles both
to users and implementors. It always occurs, when people who never
programmed something really try to help programmers to program 8)8)

I understand you, actually I used splitted stack for pretty long time,
until TCP hashing did not change drastically.
