If your tcpdump shows that you are sending the frames out, another box
on the same segment of the lan sees it and your remote users dont then the
problem will be elsewhere.

If the host thinks the packet is being sent but nobody local sees it check
the hub port, cable etc. If its seen locally and vanishes when it hits the
internet check for broken firewall setups
