Talks about romoval of RARP are two years old, userspace rarpd is also
more than year old. Enough is enough. This stuff should not be kept there
forever. Perhaps rarpd should be added in Changes file though...

I'll try to find a userlevel pci tools :-) Perhaps via linux-kernel mailing
list. Incompatible changes in linux-specific parts of kernel happens all the
time. ipfwadm was replaced with ipchains and ipchains now replaced with
netfilter as well, for example...
