Some more work needed on merging arcnet documentation, but the driver
itself is in.

I've already started working on this and I'll post a driver checklist
soon. Fixing the drivers includes removing masking of resource start
offsets by PCI_BASE_ADDRESS_{MEM,IO}_MASK.
Some more entries from my personal TODO list:
o Are we going to merge new drivers by Donald Becker? If so,
merge his PCI scan code first and make it call 2.3 functions.
o Check whether VISWS compiles and if there's nobody to test
it, mark it as experimental. It's probably got broken by many
i386 changes.
