Is this issue deeper than just #defines being #ifdef'd and stuff around
throughout the kernel?  I assume that SMP is the worst one, because it
touches everything... so as long as all of the files that use it are
dependant on the config/smp.h file, if that setting changes... they should
all be rebuilt.  If the user knows stuff the system doesn't... then that's
broken and we should teach it??
