Finland votes NO for the progression of CD13235-2.3. It does not
   conform to IS13235-1. However, we consider the guidelines listed
   in ISO/IEC JTC1/SC21 N10772 to be appropriate for the progression 
   of this work. Unfortunately, Finland has been unable to assign
   resources for the progression of this standard.
