A configuration mistake caused by two separate human errors made both of department's DHCP servers to decline all requests for IP addresses.. After leases expired, all department's hosts using DHCP to get their IP addresses dropped out of network, which means most of them. 

This has now been fixed, but there might still be some lingering problems. If something is still not working, please contact itsupport@cs.helsinki.fi.
