Application procedure for positions in the new service organisation

The current administrative organisation will be dismantled, and positions in the new service organisation will be opened for an expression-of-interest procedure, indicates the first instalment of the employer’s report.

The University of Helsinki has released decisions made on the basis of the cooperation negotiations, i.e., the first instalment of the employer's report (pdf), which focuses on the new service organisation.

At the same time, Rector Jukka Kolaannounced the decision on the implementation of the new service organisation (pdf). The decision is accompanied by a memorandum with a more detailed description of the organisation. The memorandum’s English and Swedish versions will be published shortly.

The second instalment of the employer’s report is likely to be issued on Wednesday, 27 January, and it will include the remaining decisions based on the cooperation negotiations.

New positions to be filled through an expression-of-interest procedure

The University’s administrative organisation will be completely overhauled, as will the related job descriptions. Employees must express their interest in the new positions. Primarily, this pertains to all of the University’s administrative staff with employment contracts concluded until further notice.

The method was decided to ensure equal treatment of all staff.

“Now everyone can decide for themselves which positions they find interesting and in which direction they want to move their career. This is a fairer way to select employees for the new positions than for the employer to make the decisions without hearing the employees’ wishes,” explains Esa Hämäläinen, director of administration.

On-site services ensured

The new service organisation creates a foundation for cooperative, user-driven methods of implementing, managing and developing services. The goal is to remove overlaps, ensure that staff competence is used more comprehensively and reduce administrative costs. One of the main objectives of the new service organisation is to ensure sufficient on-site services for the units.

Antti Savolainen, director of administrative services, notes that the primary worry among research and teaching staff has been the suspicion that on-site services would be scaled down.

“This will not happen. Units will continue to enjoy the on-site services they need. Nobody wants the University’s units to be unable to function efficiently.”

Info session for administrative staff

The practices and schedules of the expression-of-interest procedure will be announced in the info session on 13 January at 14.00. The session will be held in the Great Hall of the Main Building from 14.00. Rooms have been reserved on the campuses for viewing the webcast, which is also available online.

The info session will be in Finnish, but questions may also be asked or submitted in Swedish or English. Heads of administration and directors of sector will attend the campus events.
