                   IEEE NO ROBOTS Policy

The IEEE wishes to promote appropriate usage of its
content through the IEEE Xplore'99 site and encourage
proper access among all users. Robots or intelligent
agents damage the performance of the system, and are
an improper use of IEEE Xplore'99.

IEEE regularly monitors site activity to identify systematic
downloading. Suspicious activity will result in suspension
of service to the individual user as well as to the subscribing
institution. Continued violations will result in cancellation
             of our subscription.

Downloading the database or any portion of a publication's
issue or volume in a systematic fashion is strictly prohibited.
The use of robots or intelligent agents on the site is a viola-
tion of our subscription license agreement with the IEEE.
