[PATCH] Next cut of new devfs core

Hi, all. Another cut of the new devfs core. This fixes an Oops when
detecting removable media drives and throws out some obsolete code
dealing with permissions management (said code is now quite a bit
simpler).

If people could try this out and report back, I'd appreciate it.

Patch against 2.4.14, and should apply cleanly against 2.4.15-pre1.
