[patch] v4l: add v4l1-compat.c

Hi,

This patch adds the v4l1-compat module to the linux kernel. This module
helps v4l2 drivers to provide the old v4l API to applications by
translating most old v4l ioctls into the new v4l2 ones. The new saa7134
driver needs this module.
