2.1.69 with pppd

Just a warning to all those who may be using pppd versions less than
2.3.2 with 2.1.69, I experienced, along with a few others, problems where
pppd tries to add routes on the ppp interface before it has been brought
up which the causes ppp to terminate with a SIOCADDRT error.

In my journey i discovered that pppd 2.3.2 seems to fix whatever may have
caused this.   Maybe it would be a good idea to mention this in the
Documentation/Changes file?  I realise there was a patch for 2.2.0 but
alot of us use 2.3.0 or 2.3.1.
