posix timers

Hello,
	I see that in 2.1.69 the POSIX.4 signal stuff has been included. 
We have a patch that implements POSIX.4 interval timers and time query
system calls (eg clock_gettime/clock_settime) and I think it would good to
have both of these features included before the feature freeze.  Our
current patch is against 2.1.43, but if you deem this worthy, I would be
happy to port it to 2.1.69 or whatever.

	This works with or without the UTIME microsecond resolution timing
patch by Balaji Srinivasan, but using UTIME improves the timers
significantly. So if you are considering including this patch, please
consider adding UTIME also.
