In almost all cases your better of using Single Unix Specification,
version 2 instead IMHO. There's even an official free online version (with
search facilities), even thought the official paper version costs $290...

Admittedly they also have a "authorized guide" that's cheaper, and which
includes the standard on CD-ROM, but it still significantly more than the
online version of the full standard :-)

I checked it, and not surprisingly it does contain exactly that
requirement for open(2) (not surprisingly, since it is supposed to contain
and extend the relevant Posix standards).
