What was the intended behaviour of
ioctl(x, KIOCSOUND, y); ?

Was y intended to be the frequency or the period?

y is currently converted between period and frequency
(1193180 / arg) twice, once in _kd_mksound and once
in vt_ioctl, both in 2.0.33-1 and 2.0.70
