CONFIG_RTNETLINK in 2.1.7[01]

It seems that CONFIG_RTNETLINK is always set to "y" in 2.1.7[01] if
CONFIG_IP_ADVANCED_ROUTER is set. However this results in a kernel config
that can't compile if you don't want NETLINK.
