2.0.33 versus 2.0.31 teardrop patch

Is the 2.0.31-teardrop patch supposed to remain in 2.0.33?  I applied 
the teardrop patch to 2.0.31 and then applied patch 2.0.32 and patch
2.0.33 without patch rejection problems problems.  It appears that 
none of patches 2.0.3[2-3] include the changes specific to the teardrop
patch.  So has the method of handling frgamentation been dealt with in
other ways such requiring the reversal of the 2.0.31-teardrop patch?
