Unless I'm totally mistaken, development kernels from some point way before
the one you're using use ipchains to do what ipfwadm used to do.

ipchains can be found at:

And umm... I think you may need to recompile the kernel with:

Kernel/User netlink socket
Routing messages
Network firewalls
IP: firewalling

But I can no longer remember and as such am unsure. :) Read the help
files for those and the docs that come with ipchains and decide. :)
