We have such a person, but unfortunately he has been on the 2.0.x branch
for "disk space reasons". This has meant his changes haven't been
integrated in the forward-moving branch of the kernel.

I guess if you want NTP to work well on Linux and are willing to put
some $$$ into it, send Ulrich Windl a nice, large hard disk.
