No, it says that enforcement of treaties grants legislative
jurisdiction even lacking other constitutional bases for that
legislation.  The legislative restraints of the first ammendment
supersede such questions of jurisdiction.  Take it to misc.legal or
misc.legal.moderated for more detail.
