tbusy removed from netdevice.h

In pre-2.3.43-8 the variable tbusy (as well as others) has been removed
from netdevice.h and now lots of things can't find tbusy, including my
DE422 (depca.c) on alpha.

Does anyone know what's going on with tbusy (transmitter busy)?
