[2.4.0-test2] Required binutils version: 2.9.1.0.22

2.9.1.0.22 was the first version of binutils to include support for
Pentium-III instructions. This support is needed to build the kernel with
CONFIG_X86_XMM=y (set when the Pentium-III processor is chosen during
configuration). I've built 2.4.0-test2 with binutils-2.9.1.0.23 without
problems.

I'll whip up an update for Documentation/Changes.
