Would a "linux-kernel-documentation@vger.rutgers.edu" be the best
model?
As much as I'd like to help, I really cannot add new lists to vger
at the moment. So I strongly suggest you ask some other portal
to host your list for you, otherwise I think your idea sounds fine.
