Simply seeing sexually attractive people naked should indeed have a very high state-value, since that is likely to happen only when copulation is near—at least in our evolutionary past. But in the modern world, this behaviour is quite dysfunctional in the sense that there is almost no chance that the consumer would be actually able to mate with those models.
